Important status update:
As of 2024, the federal government has paused new applications under this program until at least the end of 2026.
Applications submitted before the pause are still being processed under the existing rules.
Current Status (2024-2026)
- No new applications accepted
- Pause introduced under Ministerial Instructions in 2024
- IRCC is processing a backlog and reviewing possible redesigns
- Pre-pause applications continue to be processed
- Program may be reopened, redesigned, or replaced after 2026

Who the Program Is For (When Open)
When active, the Self-Employed Persons Program targets individuals who:
- Have relevant experience in cultural activities or athletics
- Intend and are able to be self-employed in Canada
- Can demonstrate they will make a significant contribution to Canada’s cultural or athletic life
Typical qualifying profiles include:
Cultural fields
- Artists, musicians, writers, filmmakers
- Designers, photographers, journalists
- Technical or support professionals in the arts
- Cultural producers with international portfolios
Athletic fields
- Professional or elite athletes
- Coaches, trainers, choreographers
- Individuals with world-class competition experience
The former farm-management option is permanently closed.
Core Eligibility Rules (Legacy Framework)
For applications already in process, IRCC still applies the legacy rules.
Relevant experience (minimum 2 years within 5 years before applying):
- Two years of self-employment in cultural or athletic activities
OR - Two years of world-class participation
OR - One year of each

Applicants must also:
- Be medically, criminally, and security admissible
- Show sufficient funds and net worth to settle and support themselves
- Present a realistic self-employment plan
There is no formal revenue or job-creation quota, but officers carefully assess whether the proposed self-employment is credible and sustainable.
How the Process Worked (for Pending Applications)
For files submitted before the pause, the process follows a direct PR model:
1. Portfolio & contribution plan
- Evidence of self-employment or world-class participation
- Contracts, media coverage, awards, exhibitions, competitions
- Clear plan showing how the applicant will contribute in Canada
2. Federal PR application
- Business-class PR forms
- Language tests, education documents
- Proof of funds and experience
3. Admissibility & decision
- Points assessment
- Medical, criminal, and security checks
- Permanent residence granted directly (no work-permit stage)
What to Do While the Program Is Paused
Although new applications cannot be filed, this is not lost time.
Strategic alternatives include:
- Start-Up Visa Program
For innovative, scalable business ideas supported by designated Canadian investors or incubators - Provincial entrepreneur or business streams
Some provinces accept creative professionals, cultural businesses, or self-employed profiles under PNPs - Quebec self-employed pathways
Separate from the federal system and subject to Quebec’s own rules - Temporary work permits + PR planning
In some cases, transitioning through Canadian experience can support future PR options
